The old Perlora holiday city in Asturias, abandoned for decades, has taken a decisive step towards its recovery.
The Government of Asturias has approved the temporary transfer of more than 35,000 square metres of land to the Carreño City Council.
The plan seeks to recover the complex while preserving its garden-city character and protecting its unique architectural heritage.
The project to revive the former Perlora holiday city, which has been in a state of neglect for decades, has moved forward with the approval by the Government of Asturias of the temporary transfer of over 35,000 square metres of land and buildings to the Carreño City Council. The area, located at the western entrance to the complex, near Les Huelgues beach, includes open spaces, green areas, unused facilities and a car park. The immediate goal is to create a large public-use area with a green beach, new recreational spaces and improved connections to the coastal path, while also redistributing tourist flows to reduce pressure on Candás during the summer season.
The mayor of Carreño, Ángel García, has stressed that the work must be carried out gradually and following a detailed technical assessment of the facilities' condition. The priority will be the open spaces, while the recovery of the buildings will be left for a later phase. The mayor aims to have most of the spaces available by spring. The transfer will allow the City Council to have, for the first time, a continuous and unified area within Perlora, which is essential for developing permanent activities for the public.

The Special Protection and Interior Reform Plan (PEPRI), registered with the City Council on 9 June, will establish the regulatory framework for any future action within the complex, defining what can be built, which elements must be preserved and what uses will be permitted. The plan maintains as one of its fundamental principles the preservation of the garden-city character that historically defined Perlora. Interior roads will be open to pedestrian traffic, and the use of private vehicles will be restricted except for complex users. The architectural and landscape unity of the whole will be preserved, and fences between chalets will be prohibited.
